MAX Annual Plan

2005 – 2006

Mission Statement

The mission of Montgomery Association for Excellence in Service (MAX) is to assist the MH/MR/D&A provider community to excel in the provision of services and to increase efficiency and effectiveness through improved communication, coordination, collaboration and education among member organizations, county officials, legislators, and consumers.

Strategies

1.      Pursue opportunities in which providers can operate more efficiently and effectively through increased collaboration.

2.      Provide information, which will enhance member organizations and personnel at a variety of levels with an ability to strategically adapt to a changing environment.

3.      Work with agencies to develop strategies to effect change in the MH/MR Direct Support Professional wage, recruitment, training, and retention issues.

4.      Maximize resources available through partnerships in the wider community, including the Montgomery County Collaborative, Department of Aging and Adult Services, Economic and Workforce Development, Housing and Community Development, Public Safety, Voter Services, State Department of Public Welfare, Montgomery County Community College, and Department of Mental Health/Mental Retardation/Drug & Alcohol.

Objectives for 2005-06

Ø      Hire Executive Director who can coordinate MAX Committee activities and implement objectives for the Association.

Ø      Arrange an Agency Leadership planning session to follow up on recommendations from the Roundtable of October 2004 and develop strategies to address these objectives.

Ø      Establish training opportunities among members, which includes expanding and utilizing the MAX web-based training calendar system, increasing MAX-sponsored trainings and Quality Management Training for agencies, further developing a plan to address offsite trainings with MCCC, exploring various forms of training models that would be useful to members, and strengthening the relationship with Montgomery County Community College.

Ø      Continue partnerships with the Workforce Investment Board, CareerLink and other viable partners in our support and pursuit of reaching and developing a greater pool of people who may be interested in the MH/MR service industry.

Ø      Continue to expand the use of the MAX Website, DSP Homepage, and our Internet capabilities in order to improve communications, training, and human-resource activities within agencies and to promote the field.

Ø      Continue to support the work of the Recruitment and Retention Committee as it strives to establish a living wage for DSPs, adequate staffing and services, and improved programs, as well as the goals identified in the Montgomery County MH/MR Direct Service Initiative.

Ø      Explore new sources of employment referrals from schools, job fairs, and community/civic/faith-based groups, and follow up with previous referral sources, utilizing the recruitment services of the MAX Employment Representative.

Ø      Arrange legislative functions in Montgomery County. The goals of the functions will be to enhance the knowledge of legislators on the local, county, and state levels of: (1) the needs of individuals with mental health disorders, individuals with developmental disabilities, and their families; and (2) the effects that a limited workforce and inadequate financial resources can have on both service delivery and service expansion. Internally, keep professionals aware of issues and concerns associated with pending legislative action as well as state/federal budget matters.

Ø      Increase awareness and education of both staff and consumers on the importance of civic knowledge and voting. Encourage voting as both a civic duty and a way to enfranchise the MH/MR/D&A community.
